For stargazing, the new moon is the date that matters. The nights around it are the darkest of the month, and the Milky Way only shows its structure without moonlight in the sky.

Moonless hours count the astronomical dark with the moon below the horizon. It is the number to plan by, and it is not the same thing as a low percentage: a bright moon that sets early leaves more usable dark than a thin one that hangs there all night.
