Understanding USGS Volcano Alert Levels

The USGS Hawaiian Volcano Observatory posts two things at once: a volcano alert level for people on the ground, and an aviation color code for aircraft. Kīlauea is currently at ADVISORY. The definitions themselves are one sentence each and easy to find. What is harder to find, and what this page is for, is what each level actually changes about a visit.

The alert level is a science bulletin, not a park gate

This trips people up constantly. USGS sets the alert level. The National Park Service decides what is open. They are separate agencies making separate calls, and they routinely disagree in the direction that surprises visitors: Kīlauea can be posted at WATCH, with lava fountaining in the crater, while Hawaiʻi Volcanoes National Park is open and busy. The overlooks along Crater Rim Drive are the reason people come.

The reverse also happens. A trail can be closed for a rockfall or a construction project while the volcano sits at NORMAL. If your question is "can I get to the overlook tonight," the alert level is the wrong page to read. Check the park's current conditions instead.

One more distinction worth holding onto: neither agency orders evacuations. That authority sits with Hawaiʻi County Civil Defense. During the 2018 lower Puna eruption, USGS described the hazard and the county moved people.

The four levels, and what each one costs you

NORMALAviation GREEN

Volcano is in its typical background state. No eruption expected.

The volcano is behaving the way it behaves when nothing is happening. Kīlauea has held NORMAL for long stretches, including the quiet between March 2019 and the December 2020 summit eruption, after the 2018 lower Puna eruption drained the summit lava lake.

Park access
Nothing about NORMAL restricts you. Overlooks, trails, and Crater Rim Drive operate on their ordinary schedules, and any closure you run into is about something else: construction, a damaged boardwalk, a trail washout.
Air quality
Summit gas output drops to background. The steam you see at Wahinekapu and the Steam Vents is groundwater meeting hot rock, not eruptive gas, and it is there at every alert level.
What to do differently
Plan for scenery instead of spectacle. At NORMAL there is no glow to wait for after dark, so the case for an evening visit is the stargazing rather than the crater. Chain of Craters Road, the lava tube, and the coastal end of the park become the better use of a day.
ADVISORYAviation YELLOWCurrent

Volcano is exhibiting signs of elevated unrest above known background levels. Potential for eruption increased but not imminent.

Instruments are picking up something above background: more earthquakes than usual, ground swelling faster than usual, or gas creeping up. ADVISORY is also the level HVO steps down to on the way back from a higher level, when activity has faded but is not finished. Same label, two very different situations, and the wording of the notice is what tells them apart.

Park access
Usually unchanged. ADVISORY is a statement about instruments, not a hazard on the ground, and the park rarely rearranges anything for it.
Air quality
Generally still low, though a rising SO₂ trend is one of the things that can push a volcano to ADVISORY in the first place. If you are sensitive to sulfur, this is the level at which it starts being worth reading the actual notice rather than the label.
What to do differently
Keep your plans and shorten your checking interval. ADVISORY is the level where a trip that was going to be scenery-only can turn into something more within a few days, so it pays to look again the morning you drive up rather than relying on what you read a week earlier.
WATCHAviation ORANGE

Heightened or escalating unrest with increased potential of eruption, or eruption underway with limited hazards.

WATCH covers two states that feel nothing alike. One is a volcano building toward an eruption on an uncertain timetable. The other is an eruption already running whose hazards stay inside a known area. Kīlauea's current episodic eruption sits in the second case, which is why the volcano can be actively fountaining lava and still be posted at WATCH rather than WARNING.

Park access
The park stays open and the summit overlooks are the reason most people are there. The closed area inside the caldera around Halemaʻumaʻu stays closed, as it has for years. Rope lines and hazard signs mark the edge of ground that has cracks, unstable rock, or pooled gas, and they move when conditions do.
Air quality
This is where vog stops being an abstraction. SO₂ output climbs steeply during fountaining and falls off between episodes, so air quality at the same overlook can be fine one evening and rough the next. Trade winds push the plume southwest from the summit and up the Kona side, which is why Kaʻū and West Hawaiʻi often get the haze while Hilo stays clear.
What to do differently
Time the visit rather than just making it. Episodes run hours to a couple of days and are separated by pauses of several days or more, so arriving during a WATCH is not the same as arriving during fountaining. Check a webcam before you leave your accommodation, bring an N95 if anyone in the group is asthmatic, pregnant, or a young child, and expect the summit parking lots to fill early.
WARNINGAviation RED

Eruption underway with significant hazards to life and property, or eruption imminent.

The top level. A hazardous eruption is imminent, underway, or suspected. On Kīlauea, WARNING is often short-lived: HVO raises it when an episode starts or when hazards jump, then lowers it once the activity is characterized and the affected area is known. A WARNING that lasts an hour and a WARNING that lasts a week mean very different things.

Park access
This is the level at which closures actually move. On March 10, 2026, HVO went from WATCH to WARNING during Episode 43 because fallout up to football-sized pieces was landing at overlooks inside the park. Overlooks can be cleared with little notice, and rangers redirect traffic on the spot. Do not plan around a specific viewpoint being open.
Air quality
Assume it is bad and assume it reaches well beyond the summit. Gas is the hazard USGS flags first in these notices, ahead of lava, precisely because it travels downwind. Tephra and Pele's hair can fall outside the closed area and irritate skin and eyes, and fine ash is a problem for anyone with a respiratory condition.
What to do differently
Read the notice itself, not the color. WARNING at Kīlauea has meant everything from a spectacular but contained summit fountain to the 2018 lower Puna eruption that destroyed homes. The USGS notice states where the activity is and what is threatened, and that sentence is the one that should drive your decision. If you are near an affected area, county Civil Defense, not USGS, is who issues evacuation instructions.

Why an erupting volcano is usually only at WATCH

The scale measures hazard, not drama. WATCH explicitly covers an eruption that is underway but poses limited hazards, and that describes the current summit eruption well: the lava stays inside Halemaʻumaʻu, inside a caldera area that has been closed to the public for years, with no infrastructure in its path. A towering fountain that threatens nothing scores lower than a slow flow heading toward a road.

So do not read a drop from WARNING back to WATCH as "the show is over." It usually means HVO has finished working out where the hazard is and concluded it is contained. Fountaining often continues afterward. The episode number and the fountain height on the live status page track what there is to see. The alert level tracks what could hurt you.

How to read a level change when it lands

Changes arrive as a Volcanic Activity Notice, and the useful information is in the body rather than the headline. Three questions answer almost everything:

  1. Where is the activity? Summit caldera, upper rift zone, or lower rift zone. A summit eruption is a viewing event. A lower East Rift Zone eruption is a community emergency. Same volcano, same possible alert level, completely different day.
  2. Which direction did it move, and how fast? A jump from WATCH to WARNING within minutes of an episode starting is routine. A slow climb from NORMAL through ADVISORY to WATCH over weeks means something is genuinely building.
  3. What hazard is named first? USGS lists hazards in rough order of concern. On Kīlauea it is almost always volcanic gas, because gas travels furthest. When tephra or fallout is named near the top, the affected area has grown.

The March 10, 2026 upgrade is a clean worked example. Episode 43 began at 9:17 a.m. HST. HVO moved Kīlauea from WATCH to WARNING and the aviation code from ORANGE to RED, and the reason given was concrete: fallout up to football size was landing at overlooks inside the park, creating hazardous ground conditions. That is not a forecast. It is a description of debris on ground where visitors stand, which is why it warranted the top level even though the vent itself had not moved.

Aviation color codes, and why they matter on the ground too

The colors run in parallel with the ground levels: GREEN with NORMAL, YELLOW with ADVISORY, ORANGE with WATCH, RED with WARNING. The colors describe one specific thing, which is ash and particles in the air where aircraft fly. Volcanic ash is pulverized rock and glass, and it melts in a jet engine's hot section and resolidifies on the turbine blades. That is why aviation gets its own scale rather than sharing the ground one.

If you have booked a helicopter tour, this is the number to watch, not the ground level. Plume heights during fountaining can be substantial: HVO reported a plume reaching roughly 25,000 feet above sea level during Episode 43. RED does not automatically ground tours, but it makes route changes and cancellations likelier, and operators make that call independently of USGS.
